PAYPAL is a company that is a go-between for the customer and the merchant. In order to use this service, a customer has to sign up -- it's free. There is no charge to the customers card whatsoever. Transactions must take place online. PAYPAL sees only the last 4 digits of your credit card number, and the merchant does not see it at all. If the customer has a complaint about not receiving merchandise, they can contact PAYPAL and the company will look into it, going so far as to retrieve your money, and close the merchants account.
